I had similar issue with my 2017 Camry LE key fobs. Found that not all CR2016 batteries are created equal and the fobs are quite finicky with their battery. I tried replacing the fob battery with a cheap CR2016 battery and fobs did not work despite the battery voltage reading 3volts. I suspect it's a current (milliamps) draw issue.
