I think this does happen. Seems like an easy scam. It doesn't have to be same shopper two accts two phones two batches. It could be a shopper shopping for someone else. All it requires is having another shoppers phone to shop the order for them. Ppl here have witnessed ISS do this for FSS. Doesn't take a genius to figure this one out. Bad bad bad.
