It was a gigantic pain in the dick and didn't solve the issue, but it did make the code switch from p2646 to p2647, and turn back on immediately after clearing codes. I didn't think the two were related at first. I put some cat-a-clean in it and that fixed the p0420 for a while. I'm not doing that again.
