Regardless, you should fix whatever is causing that blue square on your chat tabs first. Something is obviously screwy. Im looking for an addon that would allow me to resize the window elements of WoW like the character window or the map (the one I most want it for). Ideally this would be resizeable and not just a 1 size set like Ive had in the past from an addon I dont remember. First check the Load tab that you're not being too specific there. Then, my main guess is you're being too specific in Trigger. Example: I always want to show my WA whether my unit has mana or not. I'll set trigger to something like player power, but I won't specify mana, I leave it generic.

Check out SavedInstances, you can set it up to track whatever currencies you want. Also tracks things like m+ and raid lockouts but you can turn that off if you want. It will let you create new action bars that look the same as the WOW UI.
