Outside of that I'd say there are too many variables to say one persona is the absolute best as it depends on how you want to run your party, your personal playstyle etc. Also any persona can be quite powerful once you get good at fusion chains. I ended my first play through of golden with Thor.

Strongest party members would be in 1 and 2 though since they could change Personas albeit limited to certain arcanas if I recall. Then again you could argue the OG Persona users were built different since they were manifesting it in the real world and using it outside of battle to enchance their ♥♥♥♥.
