Robert, I got the 496 rotating assembly from Speed-O-Motive for $1200 with steel crank, forged rods and pistons. The kit also included rings and bearings. With 781 heads my compression came out at 10.2:1. The block and the bottom of a couple cylinders may need some clearancing.
You'll also need a neutral balance harmonic damper. Here's a rebuilt one with new elastomeric material between the hub and ring. It's a nice, big 8" unit to dampen vibes in that big 454/496 crank.... As techinspector1 says, any flexplate that will fit a 427 will work on an internally balanced 454, 496, or whatever.
