Personally I think her loyalty and culture stuff meshes better with the French ability of bonus tourism and wonder production. England Eleanor is broken. Half priced harbors are amazing. Discounts on industrial zone buildings are also really good. Extra yields from all buildings with power makes her pretty versatile.
