Typing /d3d9 in the game launch option doesn't seem to do anything at all for me. The game still launch on d11. That is how you enable DX9 and I have used it before and it does "work". However, if you were doing it in an attempt to resolve an fps issue then the fact that it changed nothing indicates that your fps issue is not DX related.
