Pinnacle raids (aka VoD) should drop spoils every encounter regardless of having cleared it already. Bungie Suggestion For anyone who doesn't know, you only get spoils from the 2 bonus chests in vow and then each encounter IF you have already cleared those encounters on that character that week.

My advice, play the raid, get a team to complete all the triumphs, you will get it eventually, I got mine when I was running Mäster RON. All raids can drop their exotic every week, regardless of the rotator. You will have 1 chance per week per class to get it.
