Subaru crosstrek making noise when off.

I took it to the dealer and the service rep said that it is just the catalytic converter/exhaust cooling down. However, it was not like this when I first bought it last month. 2014 OB 2.5i premium with 11k miles, original conti pro tires with good even wear. 1. It sounds like humming, but oscillating--meaning it sounds like hum-silence-hum-silence at about 4 hums per second. 2. Noise is most noticeable at 65mph, gets higher in pitch and louder with speed. 3. Does not change with engine RPM. 4. There is a clear whirring sound coming from somewhere under the car, near the rear wheels. Of course I checked to make sure the car was completely off. And a few hours later, the sound was gone. It's not the engine; it's much quieter. It sounds like tire rubbing the plastic fender though, so I suppose any signs of rubbing are a good start. It happened first after I had the car undercoated with Krown and there was a kind of a groan/clunk sounds after I took my foot off the brake.
