The tether is now set at 5 or 9, but somehow we can still separate and glide all over the map without triggering this minimal tether, so long as we don't change zones. It is almost as though the tether setting is no longer real. Change it to 99, unless you go into a cave or smth it shouldn't pull you.
Yes, it's called spaguetti code, it has nothing to do with tether distance. Very little of the game data is code. The file sizes are because modern games have a lot of texture data. Audio, 3D model data, and so forth also take up substantially more room than code, but the majority of the file size is imagery.
