First of all verify integrity of game files make sure that your game actually launches before worrying about adding anything and especially before downgrading anything. By the sound of it you'd be better disabling all mods and skse and rebuilding your load order.

Try verifying your files through steam. If that doesnt work, consider updating your graphics card if you havent done that for awhile. I had that when skyrim.ini was missing from the game dir, or perhaps edited. Verify files hopefully fixes it. You could try to remove your .ini files from My Games/SkyrimVR.
