Truck will intermittently not start when temp is below 35 degrees. The only code is p0090. I clear the code and it starts up immediately.

The truck showed a p0090 fuel pressure reg code. I tried replacing the mid harness and replacing the fuel pressure regulator. Truck starts up and sounds like its knocking then alms down a bit and sounds like a lb7 but fuel rail pressure stays around 20-23k there is no demand for it as the truck is idling.
