The pepper shaker is the biggest let down of any new weapon. It's super niche and the one and only thing it can do, cripple stuff, is basically useless. The only real point it has is for crippling the scorchbeast queen. I don't think so. I tested the crusader pistol with fusion reciever and war glaive with the plasma blade and neither were affected by it so I'm guessing if the base weapon isn't affected then that won't change with mods. I should maybe add that I only ("only") have about 15-17 agility (I can't remember exactly) on my full health stealth build so perhaps a full suit of unyielding armour might make it more viable, but the weapon does eat through your AP really, really fast. 4.If Bethesda would just fix those legacies, which isn't difficult to do, then the pepper shaker wouldn't need to be nerfed like this. This is a band-aid solution and nothing more. A lot of people were looking forward to rolling explosive pepper shakers, some of whom also seemed thankful that this could change up the legacy meta a bit.

Combat and Gauss are the only 2 shotguns that are worth it. The DB and Pump doesn't have any armor pen magazines. Each Shotgun pellet gets dmg reduced by enemy armor and gets penalized far more than 1 bullet from Fixer or handmade, so pump and double barrel just aren't worth it compared to Combat or Gauss. It's now my number two go-to weapon of choice, behind an explosive gatling gun. Functions exactly the same, slow and powerful shots from 5 miles away. I use a bloodied one, modded with a sniper barrel, out of power armor and it takes a single shot to the head to trash 90% of the mobs found in the wasteland.
Real world logic-wise, wind-ups for spinning barrel weapons don't actually exist. But for the logic of Fallout's level of weird pseudo-science tech, the "windup" isn't for the barrel but for the internals.
